LAND MANAGEMENT SERVICES
Land Management Services (LMS) for CY 2014 focused its KRAs to the implementation of P/A/Ps relative to Republic Act No. 10023 otherwise known as “An Act Authorizing the Issuance of Free Patents to Residential Lands” and the Handog Titulo Program formerly funded by CARP-158 but now under the Regular Fund 101. It is designed to accelerate the processing, approval, issuance and awarding of land patents or titles of the Alienable and Disposable public lands to landless natural born Filipinos occupying residential areas and cultivating agricultural lands respectively.
The same are viewed as a springboard to reel-off socio economic development in the countryside and compliments the vision set under the government objectives thus contribute more in the Conservation of Natural Resources; also Enhance Productivity which served as hunger mitigating measures among the constituents / localities; and, foremost it encourages all our beneficiaries to gain deeper insights that they are the Best Managers who can contribute more in the adaptation and mitigation of Global Warming and/or Climate Change in our Planet Earth.
For CY 2014, LMS targets were distributed according to Major Final Output as follows:

For CY 2014, a total of 184 patents with equivalent area of 8.3049 hectares were issued by the PENR Office covered with official transmittal to Registry of Deeds (ROD) with breakdown data for the 2 CENROs as follows: CENRO-Tacurong City = 174 patents / 8.098 hectares and CENRO-Kalamansig = 10 patents / 0.2063 hectares. The accomplishment is only a 31% out of the 600 patent targets for the year. Much more, the applications processed with final action accomplished by the two (2) CENROs were the following: CENRO-Tacurong = 202 applications and for CENRO-Kalamansig = 66 applications with a total of 268 applications processed for the whole province or a 45% accomplishment only versus the annual target of 600.

Commercial, Industrial
For the year, the PENR Office had issued thirteen (13) patents / 0.4249 hectares with official transmittal to Registry of Deeds (ROD) under the regular funds for commercial and industrial purposes hence overshoot the annual targets of two (2) patents of the province.

Titling of Government Lands and Other Lands for Public or Quasi Public Use

School Site/s
The PENRO had issued one (1) Special Patent intended for the above purpose with a total area of 4.4232 hectares while the 2 CENROs were able to process / prepared five (5) SCW intended for patent applications for School Site. Breakdown as follows: CENRO-Tacurong: 1. Kalawag Central Elem. School, Kalawag I, Isulan, Sultan Kudarat; 2. Dansuli Elem. School, Dansuli, Isulan, Sultan Kudarat; and 3. Ala Central Elem. School, Ala, Esperanza, Sultan Kudarat. For CENRO-Kalamansig; 1. Tapudi, Elem. School, Tapudi, Kalamongog, Lebak, Sultan Kudarat; and 2. Sultan Kudarat State University-Kalamansig Campus, Poblacion, Kalamansig, Sultan Kudarat. A 100% accomplishments out of five (5) annual targets.

CARP 101 (Fund 158)
For CY 2014, a total of One Thousand Eighty One (1,081) patents with total area of 4,283.8193 hectares were issued by the PENR Office covered with official transmittal to Registry of Deeds (ROD) with breakdown of data to 2 CENROs as follows: CENRO - Tacurong=445 patents / 648.8608 hectares and CENRO-Kalamansig = 636 patents / 2,599.9593 hectares. The accomplished figure is 50% only of the total annual targets of 2,146 patents. While the 2 CENROs processed applications with final action as follows: CENRO-Tacurong = 403 applications and CENRO-Kalamansig = 1,200 applications / 6,883.03 hectares. A total accomplishment of 1,603 applications processed with final action for the whole province but this only represents 75% of the annual target of 2,146 applications.
Much to our regret that the province did not accomplish 100% the given annual target for the Residential and CARP 101 (or 158) for CY 2014 for same was barred by some issues/conflicts which resulted to low accomplishments such as:

Lack of manpower with right experience and exposures due to early retirement of LMS technical personnel who availed of the Rationalization Plan of the Department.

Frequent brownout in the locality / office since 1st up to latter quarters of CY 2014 which affect the working condition of the personnel.

Late approval of some Group Settlement Surveys (GSS) as our potentials for patent processing and issuances affect the processing period of which voluminous patentable materials from 2 CENROs arrived in the office on the fourth quarter of 2014.

Required initial of CENR Officers in the Judicial Forms prepared by PENR Office contributes delay in the processing period since it takes time to return the said patentable to PENRO.

One (1) application was accepted and processed by CENRO Kalamansig for the issuance of permit / lease contract for whatever purpose located at M & S Co. Logyard, Brgy. Pag-asa, Kalamansig, Sultan Kudarat in the name of Mr. Apolinario O. Arcillas. Pertinent documents had been prepared in support to his application. Only 50% of the annual target of 2 was accomplished.

Appraisal/Re-appraisal of Permits/Leases/Deeds
Available record in the office shows that only one (1) Foreshore Lease Contract was issued by the DENR within jurisdiction on the wharf owned by M&S Co. Inc. in which said company regularly pay their annual rental amounting to PHP 20,368.92. For CY 2014, CENRO-Kalamansig was given a target of 10 foreshore leases / permits / Deeds to be appraised / re-appraised. To meet the required targets for the year, LMS Staff conducted massive campaign for the purpose and accepted, processed and forwarded at least five (5) applications to higher Office for appropriate action of the following clients:
